The intent of this blog is to provide an acurate and up-to-date information by helps reduce corruption and also prevents any middle-men / agents who foster the corruption around state government officers and the system.
Court Marriage in Pune is to provide state goverment service for the Special Marriage Act of the Government of India.
This is a simpler procedure with proper documents, forms, to submit. Nothing to worry or run around for agents, etc. And if the court marriage office do not cooperate then there is appropriate process to file a grievance or complaint.
Without knowing the simpler procedure, the middle-men create an environment of misinformation and multiple-levels of corruption.
The officers themselves may not be involved in such irregularities, but the lack of any proper information from the court office itself raises all sorts of doubts, while automatically forcing gulible citizens into the corruption method, which further strengthens and fosters more corruption.
Procedure for Special Marriage
This is for an actual marriage to perform under oath before the marriage officer in the office of the court marriage in Pune.
This is a two parts process.
Part 1: Fill an online application. Wait for few days (2 weeks) and then take appointment date.
Part 2: Visit court marriage office after 30 days and take oath with three witnesses. Get final certificate of marriage.
With all the documents in order and with original copies for verification, this process is seemless.
This requires both the Bride and Groom to have AADHAAR UID available and working phone to receive AADHAAR OTP.
Documents to prepare for solemnization of Marriage
- Printed receipt of fees paid after Marriage Notice was posted. On back-side of this paper, have signatures of all three witnesses, and also of bride and groom. Clearly mention which signature is of whom. This signature will be scanned/photo-taken to upload by the clerk in office.
- Notary True-copy of xerox/photo-copy of following:
- For Bride: AADHAAR UID (for Identification), and 10th Passing Certificate (for age, date of birth). Any other document that was uploaded in place of these two.
- For Groom: AADHAAR UID (for Identification), and 10th Passing Certificate (for age, date of birth). Any other document that was uploaded in place of these two.
- For Witnesses: AADHAAR UID (for Identification)
Note: Notary should be from the same state where the Marriage office present.
Procedure at the Marriage office
- Visit on the day of appointment somewhere before 9:30am. Expect several agents, dalals trying to intimidate or even trying to be more friendly to go over your application forms, details, etc for free or so. You need to directly go to the counter of SRO and mention that you have an appointment for Marriage before SRO today.
- Provide your completely filled form to the assistent/peon (usually a woman employee) and they have to place the papers in some specific order.
- They will say wait for the SRO to arrive. Note: even if there is no home visit for the SRO that day, expect them to arrive by 10:30am or 11:30am.
- Once the SRO arrived, the procedure begins. Your name will be called (usually by any agent/dalal), to bring all original documents and hand over to the assistent/clerk to the SRO. They will simply say to go and wait. Make sure you got an verbal acknowledgement that all originals received as expected by them. Make sure to give to only at the person sitting inside the counter and not to any agent/dalal/random person loitering there.
- The SRO after some time (say 15-30mins) will call your name (again through some agent/dalal/random person) to collect your original documents as all the verification was successfully done. Now all is needed to wait. The queue actually begins from here.
- After good wait, say anywhere between 15 mins to 1 hours or more the SRO will suddenly call you again through any agent/dalal in the office but standing outside the counter. This is deliberate trick to see if you are not that ready/available with everybody required (as folks may go for Toilet, tea, etc) and in most cases you won't be ready, then the SRO blatently says that your turn will go and need to wait for turn again. The agent(s) simply insert their own clients at this time. Usually 1 to 2 other forms.
- You will be called with both Groom and Bride and all 3 witnesses to be inside the tiny office and stand there.
- Nobody begins any process, you need to ask what's happening and todo?
- The right-most clerk will rudely ask you both bride and groom to go to his side and ask non-sensical questions or doubts over your form, etc, just to show his importance and intimidate you and others and see if you can be manipulated. Simply wait for him to start the process to show your online filled form again and confirm your name, etc details on a screen and then take a in-person photo. He will deliberately ask you to confirm which one is your signature provided before or from the back-side of the marriage fees paid receipt. Simply acknowledge the correct one and see if he selects the correctly mentioned one. Same repeats for the Bride/Groom.
- For the witnesses, the same procedure with details asked to confirm, signature and then a photo taken.
- Both Bride and Groom to sign again into a register.
- The SRO then asks the witnesses to be present to obesrve both bride and groom to read the 2 lines oath either in marathi or in english, that states I take this as my bride or groom with correct fully legal name.
- Then you all are asked to go out. How silly? Nothing will be mentioned. This is a deliberate trick to loot nearly Rs 500 from you.
- Simply ask to provide the finished Marriage Certificate as all formalities were done.
- Next trick is to tell you to come in evening to collect the Marriage Certificate. Mostly that time also they seek bribes anywhere from Rs 200 to 500.
- You can tell them that you will wait for 15-30 minutes outside for the certificate as it is a simpler print out with their local office stamp.
- If you pay 500, then will get the certificate printed and stamped within next 5 minutes. Such payment is first asked to go to backside of office desk and pay to lady sitting there or if the camera nearby monitoring then to pay just nead the door to the same clerk. How convenient to permit corruption. This is all so neatly orchestrated!
